As it turns out, conscription doesn't use up the daily kill for the mafia - there was an error in the Rules spreadsheet in which the text of the skill for Conscription indicated that conscription and using a daily killing are mutually exclusive.

(I got confirmation on this from both JFresh and AlexA).
