Unless otherwise told to, do not use shovels. In general they either will give no information, or valueless information. They are better saved for when there use will have some value in confirming or verifying something. In particular, on mafia kills they are not worth using and on confirmed mafia they are not worth using, only when there is a question is it worthwhile.

Does this apply to my planned use of the shovel?

btw, i don't think its a good idea to announce when you are going to use the shovel. mafia can use "plant the evidence" and just change the role. i propose you pick a random day to shovel lilychen.

No. Josh meant to say that we want to be sure the answers to shovel queries are useful. Meaning that they change the way we play. Determining rouge vs mafia is one such shovel use. Determining the role of someone who is likely a townie is not.
