It was all a plot to catch the mafia, in true ksedlar fashion.

sammyluo can verify this; she discussed this plan with him before posting to town square day 1. The goal was to hopefully catch a mafia that claims to ksedlar in hopes they could direct ksedlar's dousings. If anyone did this, the ksedlar would tell all of town who the mafia were. No one claimed mafia to ksedlar though.

karengao was revealed as arsonist when contacted. ksedlar decided to end the plot once it was clear there was more than one arsonist claim and mafia weren't contacting her.
